The South African Public Service Vacancy Circular is one of the most useful starting points for people seeking national and provincial government work. It brings many advertised posts into a recurring official publication, but it is not a single application form and it does not replace the instructions in each advert. A careful applicant reads the circular, opens the full vacancy entry, and follows the named department’s process exactly.
Start with the official circular
Use the Department of Public Service and Administration vacancy-circular page or the government’s public-service employment guidance. Avoid treating a screenshot, forwarded message or shortened social link as the complete advert. Reposts may omit an attachment, reference number, closing time or department-specific submission address.
Before preparing an application, confirm the circular number, department, post title, salary level if supplied, centre or location, requirements, duties, enquiry contact, reference number and closing date. If the vacancy points to another departmental page or attachment, open it from the official source.
Read the advert as a checklist
Government vacancies can look similar while requiring different supporting documents or submission methods. Turn the advert into a short checklist before writing anything. Separate mandatory requirements from preferences. Check whether the post asks for a specific qualification, registration, licence, experience period, technical skill or security process. Do not claim a requirement you cannot support.
Record the reference number exactly. It helps the receiving department identify the post and may be required on the Z83, email subject line or envelope. Also note whether the closing date means receipt by the department, rather than merely sending the application on that date. Applying early gives you time to correct a missing attachment or delivery problem.
Use the current Z83 and follow the advert
Many public-service applications require the current Z83 form. Download it through an official government source, complete every relevant section legibly, and make sure the vacancy details match the advert. The Z83 is only one part of the process: the advert controls what must accompany it and when further documentation may be requested.
Keep your CV focused on evidence that matches the stated duties and requirements. Use clear dates, job titles, responsibilities and qualifications. Avoid decorative layouts that make contact details or work history difficult to find. Never alter a qualification, registration or employment date to appear eligible.
Submit through the stated channel only
The advert may specify email, hand delivery, postal delivery or a department’s recruitment platform. Use that channel and address exactly. Do not send an application to the general enquiry contact unless the advert says it accepts applications. If email is permitted, use a clear subject containing the post title and reference number, attach readable files, and check that the total message size is reasonable.
Save the final advert, completed form, CV, attachments and proof of submission together. A simple folder named with the department, post and closing date makes follow-up easier. Government recruitment can take time, so keep applying to suitable roles instead of waiting on one vacancy.
Final five-minute check
- The vacancy came from an official government or department source.
- The post title, department and reference number match every document.
- The current required form is complete and signed where necessary.
- The CV and requested attachments are readable and truthful.
- The application will reach the correct channel before the closing date.

Keep one record for the next step
Save the advert, the documents used and the next action in one private folder. When the employer contacts you, compare its message with those records before sending anything else. This guide is practical preparation, not an announcement that a particular vacancy or programme is open.
